Wow, lots of work to do on that one! The first thing I noticed is that there's no way to tell what this is about, so it would be good to have some graphics that tell the user that right away. At first I thought it was a sports league but as I browsed around more it seemed more like a general community organization.
Ooh, neat idea. You could use a soccer field as a backdrop for the logo and change it to an ice rink when the seasons change! That might be a neat idea to play with. You could even change the colour scheme with the season, using green, white & sky blue during soccer season and icy grey, red and blue for hockey season Or if you wanted to focus more on the community aspect you could do something like a colourful neighbourhood across the top of the page. That might be hard to do but if you found some good stock graphics it might work. Might not go well with that logo though - is it set in stone?
It would be fun to go with a theme on this one. More colour is definitely needed here, and lots of it. Rich, saturated colours would be good but not too primary/childish.

Im not against frames or anything but you dont need the frames ...
Ok Megan has outlined some Ideas, you need to add up some colors to the page...
The Logo at the bottom cannot be FULLy seen, it got cut off...
The Circular Logo at the top could be a bit smaller and located quite offset than the center and put a text that is the title of the Site...
Needs a lot of work... Want to see how this progress...
