I have tried WebMerge, but I am looking for other options of generating static HTML output from excel or access.

Each approach has its own purpose...

txt = one big section, that does not update by multiple sources
xml = a few big text sections, that does not update by multiple sources
database = a lot of little bits of text

Use the right tool for the job.
