I remember a thread about this a while ago, I think it was a thousand or so cols but then proformance became an issue. I'm working on a project at the moment with 124 cols and thats just user preferences.
Not sure on the foreign keys

Depends on what you're using for your DB backend. But likely more than you could (should) ever use.
