Actually, Mark, it is easy to do what Keegan is asking. Simply change the field in the modifyoptions template from no (defaulted) to yes and it will be the default for all members.
While that is how you do it, I don't think it should be enabled by default. Give the users a choice. Keegan, if you, or anyone else, wants a PM pop-up, you are welcome to customize your options. That's what they're there for!

By default when someone registers it does not have pm popup enabled.
Is it possible to change that?

Exactly what is the point I am missing then? Personally, I wouldn't want PM pop-ups on forums I visit by default and I'm sure I'm not alone.

That is a good point.
What age of browser would error on that popup.
I downloaded netscape v2 last night, lOL that thing will crash just opening a site with MM hehe mouseovers =)
