The minimum post count is currently 25 then do the following :
Control Panel > Edit Options
Scroll to the bottom, click the 'Change Avatar' button
Select the radio button next to 'Yes'
Click the 'Browse' button, and find the avatar on your machine
Click 'Submit Modifications'
