Can't do avatar!?

I've gone to my control panel and seen the avatar option at the bottom. The option when clicked shows to enable or disable avatars but shows only no as the choice option. There are no avatars to chose from to create for myself.
I'll want one of my own in a couple of days when I hit 25 post but I'd like to see what you have to offer.

Who or where do I get it up once I make it? What are the requirments?
