How difficult would it be to create a hosted application that
allows people to create and send out custom HTML newsletters?
Say you have 500 people with seperate accounts... and they
each can create newsletters and manage their own mailing lists.

What type of programming language would be involved?

Anyone know of an affordable hosted solution for this?
