I can't speak for PHP, but there is just one book that took me from 'What is Perl?' to writing my own scripts:
Teach yourself Perl 5 in 21 days by Sams Publishing. Available from most bookstores and most Walmarts. (=
Since I am busy, it did take me longer than 21 days to get from page 1 to the end (750+ pages not including the index and appendixes). It is well worth the $39.99 list price!

For the time being there aren't any decent PHP books. I learned the language by reading their manual, downloaded examples, and also at www.phpbuilder.com. That's the most effective way to learn PHP. Since you have programming background, I don't think learning PHP is hard for you because its language syntax is alike to C and Javascript.
Later.

Sorry for not posting earlier but I read the question to fast! I didn't see that you were looking for books about PHP until MJS pointed it out
I did a search yesterday for PHP at http://www.amazon.com and found a total of four books. One was not related to PHP, two were not published yet, and the third was the one that MJS listed. PHP is a very new language on the Internet and has very little tutorials and documentation outside of the php.net site. I expect that the information for learning it will grow in time though as it is becoming more and more popular.

Core PHP Programming by Atkinson
This book is just an extension of the PHP manual, but it gives a ton of real world application of PHP that can be integrated together to help programming.
Everything is explained in depth.
You may also wish to consider MySQL MSQL by OReilly (do out at the end of August) and Programming Web Based Application with PHP (Lent the book out so I do not have the authors name).
Go to barnesandnoble.com and do a search for PHP and also MySQL
