Starting a website

Not sure where to post this question...I am not well versed in creating a website, just know some html and elementary things. Should I hire someone to do it for me or is there some other elementary tool I can use to create one with?

ummm...
What do you want the website to do?
Will it remain static? or will it have content that changes on a [fill in the blank] basis?

If what you want is a simple static website, AND you don't mind putting in the man hours.... There are WYSIWYG software packages out there that will allow you to create a nice, clean website with little knowledge of any HTML.
DreamWeaver, FrontPage, and.. [could someone else come up with more titles?]

This would be a shopping site..ecommerce and content changing even daily sometimes....

I don't know of any simple e-commerce tools. But they may be around. I think it just depends on the fetures and functions you expect from it. You might try searching http://hotscripts.com and http://resourceindex.com for such tools.

I'd hire someone. BUT, only tell them to deign the site (unless you wanna make a general outline), and get it started. And tell them to make an interface that you can use to update the site on your own. That way you save money not having them webmaster the site, only writing it.
