There is currently not any way to do this using HTML. I think there probably may be some way in CGI to do half of what you want. It may be able to tell you if the page gets a 404 not found error. Although that kinda leaves you in the cold because if it has a 404 error, you can't tell where the site moved to. I recommend you check links regularly yourself. I hope this helps.

I have created a section in my homepage called "Other Links". but as you know this kind of links after sometime their owners may changed the links to another one. Now I wish to know, is there anyway in which my HTML can check whether the links has changed then if "yes" it will updated the links for me or inform me of the changed.

I hope to work toward the automation of the links cause it really save the work of checking the links. and it quite a number of them..............
