How do you do this?

I need to know which languages would allow me to take data from an existing site, parse it, and add it to my site.

For example, a search engine submission ranker. You type in your site's url and the search engine ranker goes to the different search engines and returns the rank of your site's url.

Any pointers on how to do this type of thing would be greatly appreciated.
