You need to give us a bit more infomation, what langauge, for one?
I saw a tutorial the other day (think it was at zend.com) about making a forum with PHP, I havent read the article yet so cant comment on it, but could say without knowing the language your coding in well, you'll bound to have problems as forums arent just a case of post and read, example, what happens if two people read the same article at the same time, and they both post at the same time, wont this cause problems? (something i picked up the other day about database bugs)
php, asp, cgi, dephi .... would be a couple of langauges capable of doing a forum

i was more iterested in cgi i hear of it alot any way i can learn how it works or get a link for a tutorial?

CGI = Common Gateway Interface
CGI is not a language. PERL is a language, and that is what is most commonly used to write CGI scripts. PHP is another I've seen, though there are many.
You can learn about PERL at http://www.perl.com.
I'm not a tutorial guy, so I don't know where to point you for those. But you can get scripts to hack at http://hotscripts.com and http://resourceindex.com.
