Some can open my forum, others can not. DNS seems not to be the problem. Any Idea?

I am helping a school to build a support forum for teachers and administratores.
its on a win2003 Server
Here is a test address:
http://87.116.45.17/smf/index.htm
It works fine from 95% of the users but others get:
"this page can not be displayed"
First i thought its a DNS problem,so i therefore used the IP address as shown above for testing but still the same thing.
I am not sure if there is anything i should check on the Server.
If i ping the domain name from Working mc and not working mc, it does resolve to the correct IP address.
Most users are in Denmark and it works fine for them.
Other users in Africa, 1 in Denmark, 1 in Norway.
Can anyone give me some hint what to look for, what questions you may have so I can answer them.Anything. I am normaly good in using google but just not sure what to search on.need some good advice here

The best thing would be to have them clear their browser cache and history. It's possible that they cached a bad page or location.

Thanks for taking time to answer
I have cleared all the cashe files and history, still no joy
I have done a ipconfig /flushdns, still no joy.
The funny thing is that when i type the dns name in the browser, I can see that it resolves the Ip correct in the bottom right corner.
Cust has tried with Opera, same thing.
questions:
1. Any idears?
2. As 95% of users can get in. Can i conclude 100% that this is not a problem on my Server

The only other thing that I can think of is that your server might be blocking IP addresses. Other than that, it's got to be a problem somewhere between your server and the customer's computer.

That means that most likely its nothing to do with the server.correct.
can you from the state get in on the link above or do you get "page can not be found"

Some range of IP willl blocked in some country. Me also face the same problem. try to change the hosting company ..
