Passing variables in URL via SSI

I am trying to use SSI to get a cgi to run. It all works fine in a url but if I try to use SSI and variables it fails.

This does not work...

This does work so I know SSI is working.

So does this...

anyone have any ideas?

Nevermind. I got it. I used "include virtual" and it works fine.
