Page Loading

Often we'll see a "Page Loading...." when accessing a website. Usually this is a Javascript that shows until the page has loaded into the browser.

All well and good - but, if Javascript is off it doesn't work.

Is there a Perl script that does the same thing? Or, does someone have such a script they have written that could be shared?
