i keep getting this error:

on line 23i've checked...the path that are to store the uploaded images are correct..

So you are not able to move or create. More than likely it means that you don't have write permission in that directory. Just chmod it so that the permissions are correct.

i've chmod the directory to 777. i even tried creating a new folder to store my uploaded images, but still getting the error.

Why does it seem that all of a sudden, everyone is having upload problems?

My guess is the hosts are removing the upload capability instead of upgrading PHP or patching the lower versions.
