I seriously doubt your going to find a script online, for free, just like that, for serving wallpaper images. Your best bet is probably to use an online image gallery (such as Gallery) and customising it. Or use a CMS like Drupal.
It'll take a lot of work to get something like that site together though. Hope this helps.

Ok, i have two sites using Gallery2 and now I want a "new look" with another gallery script.
Ah, ok cool. You could just use CSS to control the look of gallery (just in case you hadn't thought of that: I have to ask!)
Megan was involved with Zenphoto, that's quite cool, maybe a bit cut-down for your needs though. If you want a fully-featured gallery, you'll probably need a CMS to power it (I made a recommendation on that above, but feel free to try a number of CMS' and see which one you like).

Hi, a Wallpaper is an image, noit a script. a script contains a link to the image that will be a wallpaper... e.g CSS script would look like this...
body{
background-image:url(DIRECT LINK); background-repeat:no-repeat;
}
