Web Servers Different Cities Redundant

Ok Guys,

I have one web server in Houston. I have another data center in Vegas.

I want another web server in Vegas in case the Houston Server goes down or worse my T1 line goes down.

I understand I could cluster a few servers in Houston and that is great as long as I have a connection. If I do not have a connection to the internet my server can run all day long and no one will see it.

Any thoughts on how I could redirect traffic if my Houston server cannot be reached?
