Steps to Get EMail Working on a Home Server (Windows, Apache)
What else do I have to do?
I don't understand.

It seems you need an SMTP server to be able to send email. Windows doesn't provide one by default.
Go to this page in the PHP documentation and search for:
for Windows users there is a fake sendmail option

If you are going to use your home server for more than random tinkering, I would recommend that you do not send mail directly from that unless you are behind a static IP. The reason is ~95% of your email will be blocked by SPAM filters because your server is most likely behind a dynamic IP.
All if not most ISPs provide you with an SMTP server to use. Your best bet is to setup your computer to use that.

I got the server to work. Outlook has no problems connecting and logging into it's incoming and outgoing. When I first got it setup there was no problem sending and receiving mail, but for some reason NOW I am not getting the test e-mails that I send out or in.Outlook doesn't give any error messages though. The last e-mails that I sent, I could only REPLY to an e-mail that I already got before, but I couldn't send NEW (again, outlook has no problems with it)
I have a dynamic DNS server from my ISP.
Note: I have no problems sending and receiving e-mails from [email protected] to [email protected]

So the e-mails silently disappear? If Outlook successfully sends/recieves but the e-mail disappears it sounds like a problem with your ISP.
Looking at those screenshots it seems that you're using your Web host for e-mail from 347media.com, not your ISP. That indicates a problem with the ISP setup, perhaps these settings are where the problem is. Have you changes those to forward e-mail to your local machine? If you haven't got an e-mail server setup it won't work.
