Server performance - Is this a healthy server or the one that's going to fail?

My dedicated server has been a little slow lately and I was wondering if it is caused by the server not having enough RAM. I ran the "top" command through Telnet to determine the server load, but I am having trouble understanding the output. Can anyone explain in to me (the results are pasted below)
