Problems with the POP server

Hi everybody,
I moved my site to a new dedicated server a little while ago, but I've been having some problems with the POP server. When I tried to check my email on the new server, I received the following error message :

Could not connect to "animationlibrary.com"
Cause: connection refused (10061)

However, I was able to send and receive email through Telnet using PINE without problems.

Any ideas on what could have caused it and how to get it fixed?
