Mirror Sites
I'm pretty new to this webhosting thing so please bear with me.
AS you know, you can list 3 IP addresses for your domain (as listed on the WHOIS database). Let's say I have my site on Interland and a mirror site on Burlee. Let's say Joe Schmoe types my URL and the Interland's servers are down. Is there a way to reroute Joe Schmoe's request to Burlee's servers?

You're not actually listing 3 IP addresses for your domain, but 3 nameservers that translate your www.domain.com to the IP address. I'm not sure if you can do this cross-web-host, but within one web host you can usually pay for them to monitor your site, and if it goes down, to automatically have another server take over the load.
