List servers

OK guys,

I don't know anything about list servers.

Here is what I want to do.
1.Set up a list of e-mail addresses for members of our scout troop.
2.Have a non-published address that our scoutmaster can send an e-mail to and have it forwarded to everyone on the list.
3. Let peaple submit their e-mail address to me for inclusion on the list.

I would like the list to run as a cgi script on my server.

Anyone have ideas as to what software is best, easy, and most importantly cheap.

I think what you want is a Mailing List?
If that is what you want, check out http://www.listbot.com/

It is a free service that allows people to sign up to your Mailing List, and than you just have to send one email that sends to everyone on the list.

The service is set up automatically, so you do not have to mess around with CGI Scripts.
