Internic auctioning used web domains??
I was told that when a previously owned domain name is not renewed Internic is now auctioning them off instead of releasing them back into the pool of available names.
1) Is this true?
2) If so, anyone know the site or mechanism where these auctions take place?

Yeah, this has been going on for a while now. You should read up on some news stories at http://www.domainnamenews.com or something. Anyway, since they announced this a while back, they've been sued, and a few weeks ago they released a large amount of the expired domains, though they're still holding on to a few million. The domain NSI is thinking of using is http://www.inseachofmy.com .
