Inetrnet connection
I have access to local cable ISP and I will get a fixed IP! BUT they have a low uptime.
Is there anyhow possible if my connectio to cable operator drops server automaticly connects to Internet via ISDN and when the connection to cable operator is again on the ISDN line drops?

I really don't think that there is a way to do it automatically. This is done quite often with a server. When the T1 line goes out, it switches to an ISDN for backup purposes.
