What does it mean when you look up the status of a domain because you want to buy it and it says "On Hold"? Does it mean someone is *thinking* of buying it and has put iton hold????

It most likely means that the registration has run out and the domain is in the 30 day waiting period (which could last several years, heh), and its next catagory could be "available for bidding" (netsol auctioning domains? tisk).
I recommend you keep looking.

Yep, chicken is correct. On hold is usually a NSI only type thing. Once the domain expires, NSI will start auctioning them off. This is a direct violation of ICANN rules, but what are they doing about it? Nothing...
