You can't yet. You can 'pre-register' them (some free), but I think in the end that'll be nearly worthless. Maybe I'm wrong. Also the price makes me not care too much since I wouldn't pay the amounts that they want. Maybe you would.

Actually, I believe it's $13.50 per year.
$19 isn't the cheapest, but it's also not the most expensive. If everything worked out and you have the domain then I'd say you did pretty good.
