Is this what XML is for?
I have many websites that have no relation. One's personal, one's about sports, another about media, etc. Lets say hypotheticallly that I want to add content like a "Website of the Week" or "My Recommended Links" to each website. I would only want to update one single file and have all my different sites parse that data. Is this what you would refer to as "syndicated content"? (albeit on a very small scale) To accomplish this, would I use a standard include (like I use for headers and footers) or is this a situation for which XML is perfectly suited for?

RSS feed, syndicated content, yes. RSS and Atom are applications of XML, and standards designed to be used for syndication.
