I use a password script developed by Joe Barta. You can look at it on my site at shoutingrock.org/troop214 under the troop records section. If you like it you can download the files at http://junior.apk.net/~jbarta/tutor/keeper/index.html
The protection isn't as good as setting up access via the server but I think it is good enough for most sites. (If anyone disagrees try to hack my site and let me know if you get in to the troop records. If so I will take it off and use real access restriction.
