Video Via the web....

What is the best language to use when embedding a video clip. None streaming, none downloading. I will not be web based. It will be put on a CD, netscape and or IE will be in kiosk mode. I need some pointers on anyone that has done this, or any fresh idea's. We want the flexibility of the web only put on a CD.
