Two Problem please help

I would like to have rating script for each site that I suggest but, everytime I find one it is php or I need to download it.

I try to download many of them but not able to open them.

I would like a script that they can have 5 choice of rating and that they can choose by most popular or most visit.

Please where should I go and what should I do.

But how do i add the result for visitor to see?

•Our web server supports files written in HTML code (JavaScript and VB Script is also allowed).

Those will not work with our web server. Extensions, PHP, ASP, Pearl Scripting, and CGI.
