True metatags?
Advice from a webmaster said you should only use "true" metatags and he listed this:
<meta http-equiv="Keywords" content="k1,k2,>
<meta http-equiv="description" content="brief intro>
<meta http-equiv="robots" content="index">
<meta http-equiv="revisit-after" content="15 days">
<meta http-equiv="author" content="web design firm name and URL">
<title> Keywords-your website and company name</title>
Is this right and in this order?

?? true? I'd get more information from him on this one.
The 'usual' meta tags are:
<meta name="keywords" content="">
<meta name="description" content="">
et cetera. http-equiv are completely ignored by some search engines, as are the regular versions.
There are more, as well. Perhaps someone has a good reference?
As far as the order goes, there is no order. And <title> is not a meta tag, and should really only have the real title of the web site. Some search engines will forbid your site if you try to spam them with keywords in the title. They should all go in the <head> tag, for sure.
Realistically, these tags were started to help search engines properly classify sites. Unscrupulous and stupid use of meta tags to 'improve ranking' has resulted in the current 'issues' with search engines banning sites for spamming.
A good ranking is important, but in my opinion a VALID ranking is more important. Use the tags properly and concentrate on good marketing, not 'tricks' to get good traffic.
