Yes - to a point. Basic things with fonts and such work fine. You should be able to find a chart that lists which elements of CSS are supported - I'll do a quick look around and see if I can dig one up for you.

There used to be a neater one at webreview but that site is gone now. This one's a little outdated (no Opera 6/7, Konquerrer, safari etc.).

You'll note that NS 4.x's support for a lot of elements is buggy or partial - you'll have to test everything you do just to make sure.
