SSI instead of frames
A client I am working with wanted to do their website in a series of frames so that when the user navigated through the site they could change the main content, a sidebar and a top bar all at once. I think this is possible, but anyways. After making the frames and a sample of the html inside each frame, I have discovered that maybe I should be using SSI to change the seperate parts of the website. The server they have supports ASP and so I was wondering how I could use SSI and change all this sections of the site at once. And instead of frames I will use tables. I tried and the file doesn't show up, it doesn't even give me the error message saying it can't display.

Are you using the right file extension? Check with your host - sometimes they have it enabled so that .html files will handle SSI's, but most of the time you need to have the .shtml.
What exactly happens when you try to load the page - is it just a blank screen or what? What happens when you try to view source? Could you just give use a URL so we can see what is happening?
