Scrolling text w/o moving the page
Confusing? Heres a better explanation: i want to have some text that has the ability to scroll via buttons (and not scroll the main page). i dont want to use frames. i would prefer not to use Flash, although if i must i will. what are the other possibilities? thanks!

I'm still not sure what you mean. Maybe inline frames (aka iframes) are what your looking for?
