I'm not sure -- what's the code for embedding a Quicktime .mov? Does it include height and width?
I don't know that it would be advisable to resize the movie using HTML, even if it's possible. If you resize it down in the HTML, you'll be making people load a bigger file than necessary. And if you make it bigger, you'll be sacrificing quality.
It would be better to resize the .mov to the size you want it to display: http://developer.apple.com/quicktime/quicktimeintro/tools/datarate2.html
