Page loading speed really depends on what you want,
I aim for a maximum of 15 seconds @ 56k for my homepage but then some pages after that take alot longer. My theory being that if the user has found what they are looking for they will wait a few seconds more for it to load.

they reckon a good way to test your load speed on 56k modems is to hold your breath and then load the page, if you are still holding your breath after the page has loaded (and havent passed out, turned blue or are pulling faces) then your speed is fine.
I remember seeing somewhere they reckon 1 kb is worth 1 second, but that could of been for a 33k modem as that is/was the average back then.
I always aim for my pages to be under or around 30kb, some say 50kb but also depends on how you design the site, break it into tables, top, middle, bottom and these should load seperatly giving the viewer something to look at and it apperas to load faster (does if the tables are heavily nested)
