Open New Window for Java link

Hi, It has been a while since being in here. I only work on websites once in a while, but have one to make for my daughter's husband-to-be Maine Guide. You have been very helpful to me in the past with both computer problems and web site problems. I thank you very much.
My question is this. I wanted nice dropdowns without that dorky arrow, but couldn't find any code to fit it, but did find some other code that will work. However, I want the roll-over drop-down to open in a new window when the user clicks on it instead of leaving the site. It is ok for when the link is within the site, but there will be others that leave his site. Here is a link to what I have, or do you want me to put the code here in the forum?

Hmm... That link appears to be broken.

Does the menu use javascript for the link, or just a normal link tag?

If it's a link tag like this:

Then it's a simple matter of adding target="_blank" like this:

I wouldnt advise anyone helping someone associated with killing bears, it is sick and unnecessary unless someone can tell me otherwise?

I have another question. How do I get the web page to center, so when people look at it on their particular monitor, it is in the center of their monitor? I used DreamWeaver and put the whole thing in a table. Here is the link again
