I think that it is an error. I think that someone is confusing it with OnMouseOver. Since you have an ON action and an OFF action in mouseovers.
Searching google came up with this page which it was an obvious error (you have to look at the source):

Of course, the page was done in FP so it maybe some MS stuff.

Yeah, I know the first one that came up was this one:

but
the header says this:

the code also uses onMouseOver.
Somebody is confused. Just glad it ain't me.
