Why is it that Navigator and iE respond differently to java and other applets? Why should a browser be written that won't support common uses of commen languages?

In the case of Netscape 4x, CSS wasn't really a big popular thing as it is now. Thus, they didn't make it capatable with it, I guess. Give me an example of a modern day browser that doesn't support a popular language.
