background of the page and/or table, or just the page?
you can use CSS to postion a image on the page as a background and not tile it (kind of like a watermark), but isnt widely supported. Another way is dHTML but by turning off Javascript it wont be displayed.
You could place it in a table cell but depending on how you need it displayed is to how it would look/work.

Well what I really want is to post links over some of my images as text, Dhtml/Html. But not really as back ground or as table. Either would work. Help?

Without using tables, you'll have to use positioning in CSS, and have stacked DIV elements, the lowest one with a background.
