Wow, that’s what they call a run-on sentience
The DHTML navigation script at Microsoft.com is probably copyrighted to them. There are similar scripts out there, however I must warn you that they are not simple to setup. Take a look at some of the following resources.

In terms of the mailing list, the easiest way would be using a Java Script to submit the email address to a different window with a specific window size. The CGI script that handles the mailing list would then print the “email address added successfully” message.

Use layers! It makes it really easy to do drop down menus. The only coding at that point is your JavaScript. And th's not very hard.
I downloaded Microsoft's *.js files they used for the drop down menus. It;s really long, and really complicated. BUT, it works in almost any browser. Layers are subject to change.
So, that's all I have to say.....
btw...... Dreamweaver does a pretty good job of layers, allowes pixel x pixle moving, and is pretty accurate.... also creates hassle free scripts for layers ect. I don't use it very often.... but it does do a good job...

Microsoft's drop down menus don't work in anything but IE on the PC.
http://www.bratta.com has some cross-browser scripts, though the coolscripts currently breaks in IE Mac.
While I think the effect is nice, I personally find it more annoying than anything. Just like their menus in the latest Office, it's all effect and little function.

I’ll confirm the fact that the Microsoft menus are completely Internet Explorer reliant. The Netscape version of the site does not include any of the functionality.
Microsoft doesn’t make the best use of the menus (at least on their horizontal menu) however some other sites use them much better in my opinion.
