Hello everyone! I am looking to start up my own game discussion site.

http://www.affiliateseeking.com/

This site here has categories on the front page and then information about certain CPA sites etc on the following page. I'm looking to do the same with Console and then Game Name etc.

What is this site using?

It looks like a standard web directory. I don't know exactly what they're using but if you're looking for a pre-made directory script, I highly recommend WSN Links.
