javascript and nested tables

Help!!
I have a page using nested tables which simulates a left navigation. The inside table contains Javascript to change buttons on mouseovers.

The browser can load the page, but when i attempt to link to the page, the browser cannot open the page. Why is this happening? Do I have to preload the images? If, so, do I preload at the javascript code or in the tag?
