Tabbing is already possible in internet explorer (since Internet Explorer 7).

That's interesting, I don't believe there's a way of doing that. The only way around this is to open a new browser window and hope the user has the 'Open new windows in tabs' setting enabled. This feature certainly exists in Opera/Firefox, not so sure about IE though. Have a look through the settings to find out.
Unfortunately I don't think there is a way to open a new window as a tab, unless the user has specified this in the settings/preferences. Sorry!

And it's probably not a good idea to override the user's preferences anyway. Best to just go along with what their settings are - if they want a new tab, they'll get it. If they want a new window, they'll get that (although I'm sure most people don't know how to change those settings!)
The settings menus in Opera and IE 7 are kind of weird. Neither has a straight option to open new windows in tabs, unless that's what "Open windows instead of tabs" means in Opera. It looks like in IE you either have tabs enabled or you don't. You can only change the setting for pop-ups windows (not the same as new windows), or links from external programs.
Firefox does have a clear option asking whether new windows should be opened in a new tab or a new window.

Well then I'm sure IE will have it in future releases if they don't have it already.
I agree with Megan - best to let the user decide.

I suggest you don't even try. Pop-up blockers are so ubiquitous that many, including me, simply won't see your new window/tab.
What is a "new tab" or "new window" on an iPhone, anyway?
