html set behind all images viewed through site

how would i got about setting it up so that ever image viewed from my server doesn't just show up in a plain window browser, but instead comes layed over a small bit of html. is there a way i can do this without an image viewing script, the same sort of way a 404 page would work. so that it just automatically does it for every image as i link to it normally. or do i have to go the imag eviewing script route?

Sorry you lost me on this one.
Do you mean an error message where the image would be if the image didn't display?
If so thats what an alt tag does
this is what you see if image doesnt show when mouse on it, is a place holder

Or if you mean like a background, you can't to this in text but you can as a background image.
Used to be able to do this as a lowsrc but thats been phased out
