How to make windows overlay

How do you make an animated windows move to the center of your screen and stay until I press the CLOSE?

I know that this isn't a good explanation. I am talking about the box in the center of http://www.marketingtips.com/tipsltr.html.

Note; I am not associated with this site. I am including only because it has the feature I want.
