How do they do that? - Need help with this neat java?

Can someone please tell me where I can find out how to do the neat interactive bar on the left side of Compaq's page? I tried looking at it, but not sure where to start.

The url is <A HREF="http://vcmproapp04.compaq.com/jobs/flash/job_search/searchselect.asp">. I am trying to make this a link you can click, but to the left of where I am typing this post it says "HTML is Off". How can I turn it on?
