Help With Cool effect

Hello,

I use Dreamweaver for my sites. I was wondering if anyone knew how to do this cool effect on http://www.telstreet.com/modules/home/home.asp
If you go to the question mark in the up left and roll your mouse over it, you get a drop down menu with arrows that goes to certain pages. How do you do that? Please help. Thanks
