Having a problem making Rollovers in a template I found.....

Hi,

I'm having problems with a css file. I found this free website on the internet and want block rollovers and I can't get it to do it for some reason. I got it so that when you go to the next page the page block is highlighted white but I would like all blocks to have a rollover color as well. Please help. The code is below:
